feat: verify active metadata scheduler delivery and read-back

Summary

• bind the checked Chongqing ResourceVersion fingerprint to a provider-native DolphinScheduler 3.4.2 workflow and the M3-16 atomic authorization ledger
• deliver the authorized outbox command through the existing consumer/adapter, read back one exact provider correlation, and retain provider SUCCESS as attempt evidence with PlatformRun reconciling
• add reproducible ephemeral PostgreSQL/DolphinScheduler cleanup, checked evidence, ADR-063, Platform Truth, roadmap/SoR, and CI validation

Verification

• real local standalone rehearsal: one command completed, one SUCCESS instance, submitted/success observations, exact six-variable read-back, container/database cleanup
• python -m data_agent.metadata_fabric_active_metadata_scheduler_delivery validate
• platform-required: 825 passed
• focused tests: 58 passed plus final M3-17/Platform Truth 15 passed
• new-file Ruff and git diff --check passed

Scope

This is local verification only. Protected workload identity, production scheduler submission, provider apply/mutation/ingestion, deployment, and production readiness remain false.
