release: yoagent-rutis 0.3.0 - #305

yoagent-rutis only (yoagent is unchanged at 0.25.2). Breaking: rutis 0.9 (the release train; Rust 1.88, Node 22, Python 3.10), with Bun and Go plugins (`bun`, `go` features), the 16 MiB message guard, the opt-in run conversation for handlers, and pi's message_end / context checks. `cargo publish --dry-run` packages 56 files (210 KiB compressed) and verifies against crates.io's yoagent 0.25.2 and rutis 0.9.
