Native calls hold a shared read lock; close() aborts sync and takes the write lock (bounded 30s) before freeing the wallet in c++.

…p reporting on_sync_progress now throttles heights and rebases its start height down to report the hash-skip phase; the per-block on_new_block contract is unchanged.
monero's generic-ops.h now includes sodium/crypto_shorthash_siphash24.h, which the vendored stub headers lack, breaking the macos arm64 build.
