Reduce ML-KEM small memory heap use and allow caching matrix A with it - #11565

jobs.make_check / Build and make check all configs (parallel, out-of-tree): run: step is 19009 characters, only 1991 under GitHub's 21000 limit. Move content out of the workflow now - at the limit the whole file stops loading.
