The Graph permissions API host
devxapi-func-prod-eastus.azurewebsites.netnow returns403 Access denied, so the minimal permissions plugins can't look up permissions. This PR switches them tograph-devx-api.microsoft.com, the host Graph Explorer uses.Updated:

200with permission results for/permissions?scopeType=DelegatedWork. The old host returns403.
