🐛 - Commit progress still fails above 300 files when the owning PR inventory is complete #903

Description

This is a recurrence of closed #838 on an Action-managed branch with one open owning PR. The Commit workflow recognizes the exact owning PR and head, then refuses progress as an incomplete branch comparison. Copilot / Verification reports a retryable provider outage. GitHub compare returned its 300-file ceiling, while the PR files API returned all 344 files over four successful pages. Native Bugbot is a separate check.

Expected: use or recover the complete bounded inventory for the exact owning PR, or identify the precise unsupported/incomplete condition instead of reporting a transient outage. Preserve fail-closed verification and existing review gates.

Reproducing the issue

1. Open ha-ui PR #10 and inspect Commit run 41996800406 for exact head 0c72565a7d1656e841ecfce062f66ea4fa93b619 and base d885bccf2c3152c3151471d3efaabd901429d6bd.
2. Compare those two SHAs with GET /repos/vypdev/ha-ui/compare/{base}...{head}: ahead, 43 commits, 300 files.
3. Paginate GET /repos/vypdev/ha-ui/pulls/10/files?per_page=100: 100 + 100 + 100 + 44 = 344 files, matching the PR native changed-file count.
4. Inspect Verification: progress is retained and the run fails with provider.unavailable, retryable.
