This PR upgrades the Cloudflare Vite plugin to 2.0, and aligns the versions of cf and miniflare to reduce unpacked install size from 383 MiB to 351 MiB.

The new configuration types from the Cloudflare Vite plugin are supported by bridging through void.config.ts.

Actually, this adds a cloudflare.config.ts and .cloudflare folder to every downstream project, which is confusing, and not super useful when we deploy to Void platforms. I'll look into whether we can fix this upstream.
