Summary

Add a useful landing page at a Void platform's API root, which previously returned 404. The page uses the same minimal, server-rendered HTML styling as first-administrator setup, with no React or client-side JavaScript.

• Show the configured platform name, CLI installation and platform-specific connection instructions, sign-in/deployment guidance, and links to administration and the Void quickstart.
• Retain the existing Cloudflare Access and platform lifecycle gates; escape the platform identity and derive the connection URL from the configured identity or request origin.
• Update the platform API and first-deployment documentation, with regression coverage for the welcome page.

The first commit fixes a timezone-dependent test failure encountered during verification:

• Persist UTC as the cached PGlite template's default timezone and invalidate previous templates.
• Compare database timestamps in SQL rather than interpreting timezone-less strings in the JavaScript process's local timezone.
• Add a subprocess regression that creates the template under Melbourne time and reuses it under Los Angeles time, plus maintainer guidance in TESTING.md.

• Focused timezone regressions: 52 passed in the local Melbourne timezone; the previously failing assertions also pass under UTC using the same cached template.
• pnpm exec vp run test: 3,918 passed, 19 skipped.
• pnpm exec vp test run: 13,065 passed, 32 skipped; the Astro dev-server suite timed out during startup. Its isolated rerun (pnpm exec vp test run packages/void/test/integration/astro.test.ts) passed all 3 tests.
