Adds optional CLI setup guides for PlanetScale Postgres and Neon to the platform prerequisites. The recipes cover installation, organization and region selection, database and owner-role creation, and obtaining a direct primary connection URL for Void's installer.
Commands were checked against current provider documentation. Formatting, docs build and rendering, shell example syntax checks, and
vp run checkpassed.vp test runpassed 12,720 tests, with 31 skipped. The affected-test runner selected no runtime tests for this documentation-only change.
