Closes #236 — the epic's final story. Part of epic #230 (tracker #237).

What

  • ADR-021 (new): the image tier is the primary PGM product at scale; the horizon-step (+1/+6/+12/+24/+36 + heatmap at +1) and summary-layer (MAP / P(any) / HDI90/95-upper) standard; layer-typed colour; grey no-data; the interim GAUL crosswalk with its declared handover path (C-211 → datafactory#341 / postprocessing#123); the S=1000 memory discipline (C-212). Every rejected alternative recorded with the measured numbers that killed it (incl. the 245 MB full-horizon animation).
  • CICs re-aligned with shipped behavior: forecast template (streamed ingestion, layer set, step/layer strategy, refreshed test alignment) and mapping module (exactly-one-month image contract, color_mode contract, identity-preserving cast, grey no-data, new failure-mode rows). Method anchors only (C-210 policy).
  • Register: C-211 cross-ref now cites ADR-021; header current.
  • validate_docs.sh exit 0.

Ritual

Docs-only + governance; ruff clean, 401 passed (2 skipped, 1 xfailed), docs validator green.

After merge: epic #230 and tracker #237 close — the sprint is complete.

ADR-021 records the epic's constitutional decision: the image tier is the
PRIMARY PGM product at scale; horizon steps +1/+6/+12/+24/+36 as PNGs with
the hover heatmap at step +1; four summary layers (MAP headline, P(any
violence), upper 90%/95% HDI); layer-typed colour (log counts, linear 0-1
probabilities); grey no-data; the interim GAUL crosswalk with its declared
handover path (C-211 -> views-datafactory#341 / views-postprocessing#123);
the S=1000 memory discipline (C-212). Rejected alternatives and the byte
physics (245 MB refused animation) are recorded with measured numbers.

CICs re-aligned with shipped behavior: cic_forecast_report_template (streamed
ingestion, layer collapse set, step/layer render strategy, updated test
alignment) and cic_mapping_module (exactly-one-month image contract, color_mode
contract, identity-preserving cast, grey no-data, new failure-mode rows).
Method anchors only (C-210). Register: C-211 cross-ref now points at ADR-021.
validate_docs.sh green.

The recall review of the governance changeset caught the drift the S6
rewrite itself missed: pgm_raster had become dead config (removed — the
step-+1 raster is standard, not an opt-in; docstring + config CIC updated);
plot_map now REFUSES raster+image_fallback in one call instead of silently
dropping the hover heatmap (+red test); the mapping CIC's untouched bullets
no longer describe budget-triggered tier selection ('heatmap stays primary'
clause fixed, pgm_lattice_cell_frames import claim corrected, ladder
vocabulary retired in both CICs); ADR-018's render-ladder addendum carries
an in-place SUPERSEDED-mechanism update pointing at ADR-021 (repo amendment
convention); the max_raster_cell_frames docstring states backstop semantics
instead of promising a PNG escalation that no longer exists; the register's
Cluster C line no longer calls resolved C-209 'reopened'; both CICs' Last
reviewed stamps are current; mapping CIC header gains ADR-021.

Verified clean by the same review: register arithmetic, every repo-checkable
ADR-021 number, all cross-references, C-210 no-line-number policy, and
alpha=0.95 confirmed ON the tower's canonical grid (no silent snap — the
'95% HDI' label is honest). 402 tests green.
