Expand static Effect support across common APIs - #598

- Compile common Effect patterns statically, including services, layers, async workflows, streams, Schema, resources, and shared state.
- Preserve the JavaScript class, generator, collection, callback, and error behavior these patterns rely on.
- Add 125 Effect fixtures and extend the Node/native differential corpus.
