What

A first step toward one owner per fact for how agents are organised and run. Based on #17's branch (docs/long-lived-sessions), so the diff shows only this change; retarget to master once #17 merges.

  • New operating-model/agent-orchestration.md: an ownership table (which env file owns which topic), the agent roles, the long-lived-sessions and self-clear rules moved verbatim from execution-and-handoffs.md, and what a project may bind.
  • execution-and-handoffs.md: the moved sections become a three-line pointer (the heading Long-lived sessions is kept so links still land).
  • working-style.md: Integration-topology preflight duplicated Integration-readiness sweep; it is now a pointer to the sweep.
  • README.md, agent-work-loop.md link to the new file; one Provisional decision-log row.

Not in this PR (still open)

  • Review tier conflict: docs(operating-model): long-lived sessions hold state, subagents do work #17 says the independent review of a behaviour change uses the deep tier; the work loop §6 ("a review uses at least the task's tier"), the 10-08 decision-log row and the Lead's HOW-I-WORK.md say otherwise. Needs an owner ruling; I did not change tier semantics here.
  • Precedence: work loop §7 says env wins over a project file on rules env owns; the Lead's precedence line says a project AGENTS.md outranks env. The new file states env wins on what it owns and a project binds parameters only. Needs the owner's confirmation.
  • Further env duplicates (PR-loop rules repeated across working-style, execution-and-handoffs and the decision log; the seven tier statements) are not collapsed yet.
  • The user-sandbox side (PR #524, OPERATING-MODEL.md, HOW-I-WORK.md) and memory clean-up come after the owner approves the layering.

Checks

bootstrap/validate.sh passes. README gate: the README contents table lists the new file.

… what a project binds

Moves the long-lived-sessions rules out of execution-and-handoffs into
agent-orchestration.md, adds the ownership table and roles, and turns the
duplicate integration preflight into a pointer.
