uucore: doesn't build with --no-default-features #15339
Description
cargo check -p uucore --no-default-features fails with ten errors on Linux: src/uucore/src/lib/lib.rs, mods/error.rs and mods/panic.rs use nix, which is only enabled by the default signals feature. Adding other features doesn't help, e.g. --no-default-features --features selinux,fs still fails the same way, so uucore can't be used without signals.

was nix kept optional on purpose if not we could make it a non-optional unix dependency with the signal feature enabled so uucore builds with or without signals happy to open a PR for that if it sounds good

An issue is that #15067 added an implicit

yes it was made optional because
nixfails to compile on some uncommon targets
