Docs-only. Records BDFL acceptance of decision 0027 (2026-09-23): adopt program-driven language development - the loop Hum now follows. Real programs drive the language (wordfreq, then 0026s config parser and state machine); per-program friction ledgers classified program/tooling/docs/language gap; missing surface is a STOP with gaps as decision records first (0021/0022 as worked examples); the general-vs-specific test with 0021s no-general-string-library ban as precedent; finished programs join the bake-off corpus with the scorecard re-run; best-for-humans-and-agents measured four ways (friction ledgers, agent repair benchmark [to be built], human review study [to be built], CI minutes per PR).
