Retitle as scoped design objective; withdraw non-bolt-on claim. Add obligation-universe evidence model, corrected 0015 mapping, conditional guarantee, symmetric trusted base, stronger enforced-profile steelman (cackle, refinedrust, saw, mirai, wasmtime/wasi), symmetric operational falsifier, comparative-evidence plan. Split pinned claims into Requirement/Implemented/Guarantee.

The non-bolt-on exclusivity claim stays withdrawn; revision 2s rejection is kept as history; the enforced-Rust-profile comparison gates the language-vs-toolchain investment decision, not the record itself.
