Add SPICE waveform and measurement props

Summary

• add piecewise-linear waveform props to voltage and current sources
• reject waveform points that are unordered or combined with periodic sources
• add the transient scalar measurement callback props
• regenerate the props documentation

Implements the props portion of tscircuit/rfc#11.
