Changes how customers fetch always-latest allowlist URLs and adds Pages deployment to the release pipeline; misconfiguration could serve stale or wrong artifacts.

Overview
Adds GitHub Pages so EU/US IP list artifacts (*.json, *.txt) are published on every non–dry-run release, with a minimal index.html linking to them. The release workflow gains Pages-related permissions, a site prep/upload step on the release job, and a separate pages job that deploys via deploy-pages.

Always-latest consumer URLs move from releases/latest/download on GitHub to https://truefoundry.github.io/ip-ranges/{eu,us}.json (documented in the README and in release notes via a new PAGES base URL). Pinned versions still use release download URLs.

All references to the old repo name truefoundry/nat-ips are updated to truefoundry/ip-ranges (schema $id, build/release scripts, README links and atom feed).
