Make sure the t8code version we compile manually in CI is consistent with what is pulled in by t8code_jll.

Came up in #321

    Thinking about this again, I think we should not enforce this. We will have to make sure that CI is consistent but in principle nothing should prevent a user from running the tests locally with a different version.

    I will add a comment in #323.
