Preserve actual accepted source products; repair the earliest draft/own-estimate/default-review/readiness boundaries; verify the exact changed candidate through the existing owner suites and coded scenes before adoption. Native accepted bb82b9bd read-back identifies the newly subscribed API Releaser as missing; its retained graph has20stale/6blocked nodes, no running workday. The draft remains governance v2. TreeDX may already hold the unbound next revision because signal projection runs after content commit; preserve that source and retry the unchanged operation only after recovery. No successful draft publication is claimed. cc2d050 adds only seven production lines: reuse the existing exact-revision frozen-history path for materialized, non-current accepted contributions without active assignments. Active, unmaterialized and missing-callback authority still fails. Exact original Decision/estimates/products/review cycles/claims/usage remain unchanged; this does not authorize replaying the old component or implement accepted-cohort snapshots.

Focused RED reproduced one inactive-history failure while three denial cases passed. After repair,22cases/3files pass with TREESEED_SDK_SOURCE_ROOT=/tmp/codex-sdk-schedule496 and vitest.control-plane.config.ts, including original SQL, official HTTP reader and real Git. Native extension adds subscriber drift, an unestimated next draft, unchanged historical snapshots, moved/denied source failures, and active/unmaterialized/no-callback denials. Four exact bindings extend the existing coded scene; the native read-back binding is preserved. npm run lint (file/architecture policies and strict build) and git diff --check pass. Initial local native invocation omitted the control-plane config and used the old installed SDK; that failure is retained, not a product pass.

680057e owner verification passed in40139338169; its coded scenes were still running when this replacement was pushed. Those results do not qualify cc2d050. Fresh complete owner/native prerequisites, coded scenes, runtime adoption and the unchanged native draft retry are pending for this exact replacement. No live origin, full simulated release or acceptance pass is claimed.

This does not prove acting implementation, live origin transport or full simulated release. Ready for protected staging merge after current required submission checks pass.
