Team invitation resend conflicts with its own pending invite #118

The resend catalog operation calls createTeamInvite while the original invitation is still pending, so the store correctly returns invite_already_pending and resend can never succeed. Rotate the existing pending invite token in place under API custody; on delivery failure revoke the rotated invitation so no undelivered credential remains usable.
