• Adds .cursor/skills/preference-data-upload/SKILL.md, the agent workflow for bulk preference imports: transform, chunk, configure, test upload, full upload, and summary.
• Taken from [cli] multi identifier preference record uploads #11, then updated for the CLI 14 flags (scopes, --uploadConcurrency default 25, config location, auto-chunk behavior).
• Fixes from [cli] multi identifier preference record uploads #11: frontmatter moved to the top so Cursor can load the skill, a missing test_csv_count.sh replaced with an inline row count, and wrong ln -s targets in the chunk symlink step.

The skill documents configure-preference-upload, which ships in #702. Merge after #702.
