Prepare Trailmark v0.7.1 from current main, covering all three commits since v0.7.0: mutation CI sharding, source-backed entrypoint discovery, and Python decorator analysis performance/coverage improvements.

• Add the dated changelog with source selection and evidence APIs, Python/PHP/declarative references, executable PHP bodies and includes, ECMAScript export detection, PHP/GraphQL grammar fixes, performance measurements, development changes, and upgrade notes.
• Bump pyproject, runtime, and locked editable-package versions to 0.7.1 without changing dependency versions.
• Record the new APIs and CLI flags as available since 0.7.1, with matching documentation checks.

Validation:

• 3,263 tests passed; Ruff lint/format and ty passed.
• Built a fresh wheel and sdist; release preflight verifies the v0.7.1 tag name, package/runtime versions, dated changelog entry, and both artifacts' metadata.
• Installed each artifact separately on Python 3.15 and passed smoke checks across every registered frontend, including bundled Verus and Move grammars. Verified bundled parser sources, notices, Python classifiers, and documentation metadata.
• Source-distribution guide selection and local-note exclusion checks passed.

After merge, sign v0.7.1 at this PR's merge commit on main using the same SSH key as v0.7.0. The previous signature verifies and the matching local signing key is present. The tag has not been created; release artifacts, signing instructions, and draft release notes remain local.
