feat!: simplify to only chmod +x, target Node.js 22/24/26

• Target Node.js version range ^22.22 || ^24.15 || >=26
• Only perform chmod +x action, no other options
  • Retain --package flag
• Remove glob handling (left up to user shell). Only work on passed file paths (and from package.json, if flag set)
• Log per-file results and gracefully handle file system errors
• Clarify changes in --help and readme
• Update dependencies and remove unused
  • Remove globby and ts-pattern, switch read-pkg-up to read-package-up, add log-symbols
  • Use native TypeScript support in Node, no need for module loaders
  • Drop numerous dev dependencies, update configs
• Separate helpers/utils
• Simplify tests by a lot
