Behind the experimental gate, the branch_create, branch_list, branch_get, branch_delete, branch_start, branch_stop, branch_resize, branch_rename, and branch_update_password tools mirror the tiger branch commands. Like the other tools, they take IDs only.

Adds MCP tools mirroring the
tiger branchcommands, registered only behindTIGER_EXPERIMENTAL:branch_create,branch_list,branch_get,branch_delete,branch_start,branch_stop,branch_resize,branch_rename, andbranch_update_password.branch_createandbranch_resizetake aniopsparameter. The branch tools return IOPS inresources, as the service tools do, andbranch_getalso returns the parent'sservice_name.Follow-up: in the MCP test harness, an unexpected mock call inside a tool handler makes the test hang until the
go testtimeout instead of failing. gomock'sFatalfends the handler goroutine without a response.
