Gate tag builds on WINDOWS_CODESIGN_* secrets, sign the release binary before WiX packaging, then sign the MSI with RFC3161 timestamping to reduce SmartScreen warnings. Co-authored-by: 绿岸公式 <chinesejar@gmail.com>

windows-msi.yml在v*tag（或workflow_dispatch+sign）上传未签名 MSI →signpath/github-action-submit-signing-request@v3→ 下载已签名 MSI → Release。.signpath/artifact-configurations/release.xml（ZIP 根 + 深签bin/wslc-desktop.exe+ 签 MSI）。WINDOWS_CODESIGN_PFX_*+scripts/sign-windows.ps1。build.rs+winres，字符串与 SignPath metadata 限制对齐。你需要做的（仓库外）
release-signingpolicy；粘贴releaseartifact XML。SIGNPATH_API_TOKENSIGNPATH_ORGANIZATION_IDSIGNPATH_PROJECT_SLUG、SIGNPATH_SIGNING_POLICY_SLUG、SIGNPATH_ARTIFACT_CONFIGURATION_SLUG测试
workflow_dispatch（勾选sign）。
