VouchNet already had Apply-with-VouchNet OAuth and an unpublished
@theworker02/vouchnet-api-client. This PR expands a LinkedIn-comparable public API (consent + rate limits + credits, not a clone), wires directory reads into the typed client, and prepares GitHub Packages publish for 1.1.0.API surface
