Definition layer D6 of #834 (replaces #893). Base is #899.

dirsql-typescript-ci.yml owns all PR verification for packages/ts: the typescript-sdk and rust-napi-binding gate suites (lanes absorbed, job ids preserved), biome lint, tsc typecheck, the shared napi build, and the unit / hermetic-integration / binding / distcheck tiers. Deletes ts-lint.yml, ts-typecheck.yml, ts-test.yml.

Same path shape as the Python layer: packages/ts/** with fragments and README excluded (README ships in the npm tarball, so release-ci owns it), packages/rust/** fan-in, Cargo.*, root testing-conventions.toml. The old ts-typecheck.yml missed tsconfig.build.json; packages/ts/** covers it and every other manifest without naming them.

Expected checks: zero (workflow-only diff).

E2E Verification

N/A - CI configuration only

One workflow now owns PR verification for packages/ts, replacing ts-lint.yml,
ts-typecheck.yml and ts-test.yml (all deleted) and absorbing the
typescript-sdk and rust-napi-binding conventions lanes (job ids preserved).
Nine jobs: the two gate suites, biome lint, tsc typecheck, the shared napi
build, and the unit / hermetic-integration / binding / distcheck tiers.

Same shape as dirsql-python-ci: packages/rust/** fans in for the binding and
attestation staleness, the root testing-conventions.toml governs the SDK
lane, fragments are excluded, e2e-attestations stays in scope for e2e-verify.

A rust changelog fragment or README edit cannot alter this workflow's
verdict; mirror dirsql-rust-ci's exclusions. Also disambiguate the two
check names this workflow shares verbatim with dirsql-python-ci.

skip-changelog: CI configuration only
The pull_request self-path was omitted while this stack was being probed, so
definition layers reported zero checks and the probe PRs measured cleanly.
The probes are read and closed, and the YAML layers were always separate PRs
from them, so the suppression has no remaining purpose -- it only leaves
CI-config-only PRs with no checks at all, which merge vacuously green under
the post-#881 Mergify gate.
