Fixes #1025

Three places quoted "40 pairs", a number that predates #973 and #1019. Each now states what it counts and points at the command that recounts it, so the next drift is self-correcting.

Observed count

Run on origin/main at 06ef38a, in a clean worktree:

53 pairs total across 8 scan roots in 6 workflows: 50 runnable steps (42 gate invocations + 8 python drift guards: uv-sync and declared-deps across four python roots) plus 3 packaging pairs reported SKIP. The 8 roots are python-sdk, typescript-sdk, rust, rust-python-binding, rust-napi-binding, internals-checks, internals-distcheck, plugins-embeddings. one-function-per-file appears in five of them, which is #1019's contribution.

Changes

• justfile preflight comment: 50 steps, with the breakdown and the recount command.
• AGENTS.md: same number, flagged as a snapshot, same recount command.
• agents/reference/testing-gates.md: drops the derived "other 34 pairs" (also stale) rather than replacing it with another number that will rot; keeps the historical "6 pairs across 3 roots" for what the four hand-written recipes covered, and points at the recount command for today's size.
