CI paths: TS Lint — add self-trigger path #845

Part of #834. Phase 1 (unanchored corrections — no dependency on any other slice).

What

ts-lint.yml does not name its own file in paths:. Spec row 16.

Exact change

.github/workflows/ts-lint.yml — replace the on: block with:

Notes

• packages/ts/vitest.config.ts is already covered by packages/ts/**/*.ts — no separate entry needed (spec row 19).
• packages/ts/napi/ contains no .ts/.js files (verified), so packages/ts/**/*.ts does not accidentally pull TS Lint into napi-only changes. That is spec row 7's intent; do not "fix" it.
• No changelog fragment, no e2e attestation. Not anchored in .mergify.yml.
