TS binding: testext fixture build exceeds the 30s hook timeout on a rust-cache miss #1622

packages/ts/tests/integration/binding/extension-package.test.ts and config-extension-package.test.ts build the packages/rust/tests/fixtures/testext crate with cargo in a beforeAll hook that has a 30s timeout.

When a PR changes Cargo.lock, the binding job's Swatinem/rust-cache restores with a partial key match (full match: false). The fixture then compiles cold: syn, libsqlite3-sys and rusqlite take about 41s, so the hook times out in both tests.

• Failed run: https://github.com/thekevinscott/dirsql/actions/runs/41876518402/job/126738173195 (A declared table reads what is on disk when each query runs #1577, which adds windows-sys to the lockfile). The log shows Finished dev ... in 40.90s and Hook timed out in 30000ms.
• The rerun of the same job passed after the first attempt had saved the cache.
• I found no other hook timeouts in the last 40 TypeScript CI runs.

The test's pass or fail depends on whether the cache is warm, not on the code under test.
