Adds
GET /auth/pdu-layout?type=&container=returning a device/container type's PDU grid layout from worker config (viagetWrkConf). Group sites (type=group) read the Siemens worker layout and substitute theXplaceholder with the container id. Follows the existing energy-system route/handler pattern. The UI will migrate to this endpoint in a follow-up.
