Fix: execute device relocation on Move work orders#107

The part rack rejects any location change without info.workOrderId (ERR_PART_MOVE_REQUIRES_WO), so the Move relocation was silently dropped. Pre-generate the WO id, pass it as the relocation's workOrderId and as the WO thing id, and surface relocation push errors instead of swallowing them.
