Submit 0.2.1 for Chrome Web Store review

Steps

1. Dashboard texts:
   • Test instructions (max 500 characters): add the clicks the current text skips — Authorize → Copy token; back to the tested tab before capturing; Save in the screenshot overlay; Stop on the page bar → Attach to the result; Rec in the same test that is then marked Failed; pick a suite before New test.
   • Description: the privacy paragraph matches the new PRIVACY.md (PRIVACY.md contradicts the store's privacy answers and the code #395).
   • <all_urls> justification: add why activeTab does not fit. Captures start from buttons in the side panel, and those clicks do not grant it; only the toolbar icon, a context-menu item, a keyboard shortcut and the omnibox do.
2. Install the store zip of 0.2.1 in a clean Chrome profile and walk the reviewer's steps with the reviewer's account. The demo run stays open and unarchived, its tests have steps, and a spare run exists.
3. Upload the zip in Package, fill in Username and Password, untick publishing automatically after review, and submit.
