Adds the pinned Dependency Scan and Scan GitHub Actions reusable workflows for pull requests. Adds the secure-runner action as the first step in every ordinary GitHub Actions job, with the required OIDC permissions. Also fixes the existing build workflow's template expansion finding and preserves the prior scanner compatibility fixes.\n\nValidation:
