Pin the shared Cyclops audit workflow to 9714ff35, which includes the completed-review marker fix from gh-actions#283. This lets enabled audit gates recognize completed reviews that begin with a hidden Cyclops marker. Grant the calling job the permissions required by the reusable workflow.
