What was changed
Added a reusable changelog-check workflow for Temporal SDK repositories and documented the shared workflow in the organization README.
The workflow requires pull requests to add changelog lines only within an Unreleased section, while retaining the skip-changelog label override. It checks the synthetic merge result so an intervening release cannot leave a stale PR entry under a released version.
Why?
The SDK repositories currently duplicate this check, and some changelog-based SDKs are missing it. Centralizing the implementation here keeps behavior consistent while allowing each SDK to retain a small caller workflow with its own pull request triggers.
Checklist
Closes: N/A
How was this tested:
The repository README now documents the shared workflow.
