希望支持更多类型的计费模式

1. 分时段（峰谷）定价：同一模型在不同时间段使用不同单价或折扣倍率
   2.按次 / 按量计费：生图等非 token 计量的模型按“张”或“次”收费

应用场景 / Use Case

• 使用 DeepSeek 这种峰谷定价的模型时，夜间折扣时段的调用会被按标准单价统计，导致成本报表与实际账单不符，差额可观且难以人工核对。
• 有的生图模型计费单位是“张”而不是 token，按 token 统计的现有逻辑完全无法反映这部分支出。

期望方案 / Desired Behavior

1. 成本/用量报表能根据每次调用的真实发生时间自动匹配对应时段的费率，峰谷时段的费用分别统计。
