Add a flag to support writing the built image archive to disk as an alternative to pushing it directly to a remote or local registry. This allows builds to be more easily separated from the publishing process. Updates tailscale/corp#48996 Signed-off-by: Tom Proctor <tomhjp@users.noreply.github.com>
