Adds 19 RPC reference pages across four remaining categories
(Util, Control, ZMQ, Governance Wallet), auto-generated from
syscoin-cli helpagainst Syscoin Core 5.0.5.Final slice of the CLI reference rollout
With this PR, the
docs/cli/tree covers all 226 RPCs in Syscoin Core 5.0.5 across all15 categories.
Grouping these four into one PR rather than four small ones because the
content per category is small (1–8 RPCs) and the categories are all
utility tails with no internal hierarchy worth separating.
