Add the ICOS fair rate URDB JSON tariffs and pipeline scenarios for CT Eversource.

Tariff files (generated programmatically by the overpayment notebook in reports2):

  • ct_eversource_icos_fair_flat.json / _supply.json — flat delivery rate at $0.08677/kWh
  • ct_eversource_icos_fair_seasonal.json / _supply.json — winter $0.03827/kWh, summer $0.16335/kWh (base Rate 1)
  • custom_rates/ YAMLs — source configs for the JSON generation

Pipeline scenarios: default_ry1_icos_fair_flat_uncalibrated and default_ry1_icos_fair_seasonal_uncalibrated, both using single_rate_uncalibrated quartet. Fixed stale copy-paste comments from Rate 6 scenarios.

Companion PR: switchbox-data/reports2#297

Made with Cursor

Add URDB JSON tariffs (flat and seasonal, delivery and supply variants)
and custom-rate YAML configs for the ICOS fair rate. These are generated
programmatically by the overpayment notebook in reports2.

Add pipeline scenarios: default_ry1_icos_fair_flat_uncalibrated and
default_ry1_icos_fair_seasonal_uncalibrated.
