Summary

• Add a Cargo.lock GenericToml updater to release-please-config.json so every release PR bumps the 10 source-less workspace packages in Cargo.lock alongside Cargo.toml/version.txt.
• Root cause: release commits bumped the workspace version but left Cargo.lock's local packages behind, drifting the lockfile every release (observed at 0.40.1 → 0.40.2, would recur at 0.40.3).

Change

• extra-files gains:

• The selector matches exactly the 10 local workspace packages (no source field); registry deps are untouched.

Verification

• JSON validated.
• Confirmed the selector matches exactly the 10 local packages in Cargo.lock.
• After merge, release-please will regenerate the 0.40.3 release PR with Cargo.lock synced.
