P1 Badge Update the pinned-uv contract with the action bump

Update tests/test_ci_security_contract.py:163-171 alongside this SHA change: test_release_provisions_pinned_uv_before_schema_validation still searches for the previous c18668ad... pin, so every repository test run now raises ValueError: substring not found. Because both the CI workflow and release workflow run this test suite, the change blocks all CI runs and release builds until the contract expectation is synchronized.
