P1 Badge Synchronize the setup-uv SHA contract

When CI runs the repository tests, test_release_provisions_pinned_uv_before_schema_validation still searches for the previous c18668ad... SHA in tests/test_ci_security_contract.py:165-167, so this updated workflow causes an immediate ValueError: substring not found. This fails every Python matrix job and the release workflow's deterministic test gate; update the contract test alongside this pin, preferably to validate the full-SHA property and ordering without freezing a specific dependency revision.
