Currently when a new user joins a room, you cannot view their avatar straightaway by clicking their name in the room timeline. Often their avatar won't populate even if you switch rooms and come back. It seems like it does appear in the member list, though. I can't say for sure.
Ideally these would get cached as soon as they join which can help reduce moderation friction.
I will note that when you tag them in the compose bubble, the avatar does appear, it just doesn't show up in the inspector.
