Adds DLP discovery rules for ES and SE driver's licenses. Spain field 5 carries the DNI/NIE (es_dni_nie_nif recognizer). Sweden field 5 carries the personnummer/samordningsnummer (se_personnummer recognizer). Both rules carry the EU and GDPR tags.
