Stabilize the demo governance assertion by checking the documented all-time counters instead of a rolling 30-day window.

This repairs the post-merge main CI failure from run 33305652860. On 2026-08-30 the seeded incidents correctly fell outside the last-30-days window while remaining present in the historical counters. No sibling test confusion was found.
