The runner migration left packaging on every pull_request. Restore workflow_dispatch-only exact-SHA qualification and encode that in branch policy so installer builds do not run on every push to dev. Co-authored-by: michael berry <mberrys@users.noreply.github.com>
Revert the broad runner migration so Linux CI and AppImage stay on GitHub-hosted ubuntu runners. Reserve Blacksmith for the dispatch-only Windows_MSI packaging gate and add a contract test that enforces that scope. Co-authored-by: michael berry <mberrys@users.noreply.github.com>
