Keep Windows_MSI and Linux_AppImage as workflow_dispatch-only exact-SHA qualification. PRs targeting dev already run ci.yml; full installer builds belong on the release-candidate path. Co-authored-by: michael berry <mberrys@users.noreply.github.com>
