start_time is passed through to the control plane verbatim and is interpreted as UTC, but the admin console renders it in the viewer's local timezone, which reads as an off-by-N-hours mismatch. Spell out the accepted format and the timezone in the schema description for both the resource and the data source, and regenerate the affected line in docs/resources/pulsar_cluster.md.
