Run public VRL workflows on standard GitHub-hosted runners and replace S3 metadata/SARIF storage with Actions artifacts. Cross-workflow downloads select the triggering run and attempt, and preserve validation of artifact PR numbers against trusted workflow metadata before commenting or changing labels.
Validation: actionlint passes for all changed workflows; git diff --check passes. The pre-existing empty gardener_open_issue.yml is unchanged. Live workflow checks remain pending.
